Michigan retail is unusually price-competitive, and that changes the payment calculation. When basket margins are thin, the cost of a tender and the labour cost around it matter more than they do in higher-price markets — a few cents per transaction and a few seconds per sale compound quickly across a store doing high daily counts.

Run the arithmetic on your actual average basket rather than a national one. In a price-competitive market a flat per-transaction fee is a much larger share of margin on a small basket than on a large one, which can make a tender that is cheap on paper expensive for your specific mix. If a large share of your transactions are low-value, weight the comparison accordingly.
Set one refund rule per tender and make it identical at every till and every site. Decide tipping policy before launch rather than after the first dispute. Reconcile tender totals to deposits daily — a Michigan store doing high transaction counts can accumulate an unexplained gap in a week that takes a month to unpick.
