Cannabis merchant account checklist

A cannabis merchant account application is normally decided on five things: the licence, the ownership structure, the financial history, the compliance programme, and the payment flow itself. This checklist lists the documents and answers underwriters most often request so an application is complete on first submission.

What this checklist is for

Use this list before you submit a cannabis merchant account application. Incomplete ownership disclosure and missing state licence documentation are the most common reasons an application stalls, because the sponsoring bank cannot complete Know Your Customer and Bank Secrecy Act checks without them.

Licensing and entity

  • Current state cannabis licence or licences, with licence numbers and expiry dates
  • Local or municipal permit where the jurisdiction requires one
  • Certificate of formation or incorporation and any assumed-name filings
  • Employer Identification Number confirmation
  • Lease or deed for each licensed premises

Ownership and control

Underwriters verify every beneficial owner, usually at 25% or more, plus anyone with control.

  • Ownership chart showing percentages through any holding companies
  • Government-issued photo identification for each beneficial owner and officer
  • Management biographies, including prior payments or licensing history
  • Disclosure of any prior processor termination, MATCH listing or reserve dispute

Financial history

  • Three to six months of business bank statements
  • Most recent processing statements if you have accepted payments before
  • Monthly sales by tender type, so the provider can size ACH and debit volume
  • Average and maximum transaction values, and refund and dispute history

Compliance programme

  • Written Know Your Customer and anti-money-laundering procedures
  • Seed-to-sale reporting method, for example Metrc, and who reconciles it
  • Staff training records for age verification and purchase limits
  • Point-of-sale and payment data handling notes for PCI DSS scope

Questions to ask the provider in writing

  • Which bank or licensed institution sponsors this account, and what is its cannabis policy?
  • Which payment methods are approved for my licence type, and which are excluded?
  • What reserve applies — rolling, fixed or upfront — and what releases it?
  • What is the funding timetable, and what changes it?
  • What notice period applies if the account is restricted or closed?
  • Which systems does the integration support, and who supports it when it breaks?
